ETA: Here's the psd if anyone is interested....it comes with the other examples too
.:Other examples:.

NOTE: Doesn't work with all images! Not with dark images, they can't have a lot of white either because it will come out too cyan-ish, so yeah pick the right pictures (it took me about an hour just to find the correct pictures to use for the other examples)
So here we go:
1:. Find a good picture that isn't so dark or that has to much white in it and crop it. Mine is Blair from Gossip Girl and here
is the original picture courtesy of Gossip Girl - The End of Innocence

2:. Then I added a Curves Layer (Layer>New Adjustment Layer>Curves) with the whole purpose to lighten up the image but I ended up using the other color options there.

* The way you put two points is by clicking the graph and put the numbers for point one, then click the graph somewhere else in the grid and put the numbers for point two.

3:. Now I added a Color Balance (Layer>New Adjustment Layer>Color Balance) layer to just mess around with it.
Midtones: 9, -3, 22
Shadows: -23, 9, 44
Highlights: 2, -8, -58

4:. Next is the one thing that I can't be missing from my icons......Selective Coloring! (Layer>New Adjustment Layer> Selective Coloring)
Reds: -60, 29, 35, 0
Yellows: 29, 10, -4, -3
Greens: 100, 96, 100, 84
Whites: 90, 9, 31, 0
Neutrals: -2, 16, 6, -2
Blacks: -5, 5, 100, 2

5:. The last coloring step, I added another Curves Layer to the icon.

6:. Now I added some brushes. I added a tiny text brush, some sort of star brushes that I don't remember where I got. I did them in a white color and then set the layer to Overlay so it could turn into a transparent light color that looks pretty

7:. Now for the light texture, I used one that came in a set by </a></b></a>
graphic_sl (which doesn't seem to work anymore, so I guess if anybody wants the set I can give to them or tell me where I can downloaded them so I can site the appropriate place) then I set that layer Screen.

ETA: here is the photobucket album with the textures if anybody is interested (and if anyone know can tell me about a useful file sharing site that's easy to use that way you don't have to pick the textures one by one please tell me...and not deviantart since their not mine...)
Also, I didn't like how some of the lights went over her face, so I took the default fuzzy circle brush and erased that part of away.

And that's basically it! This icon won me the best crop over at
gossip_stills and I liked it so much I decided to do a tutorial about it :D
Here are the other examples from original to finish product, since I didn't use the light texture in the picture to get the same maroon red screen layer look just do a Color Fill (Layer>New Fill Layer>Solid Color) with the dark red color #1e0909, and set it to Screen:

Just remember credit is not necessary (but you can do it if you want), just don't claim it as your own :)
Hope you liked it!
