step 1:
crop your picture. fix it up however.

step 2:
duplicate base and set to screen - 100%

step 3:
selective colour layer -
reds: -100, +50, +50, 0
yellows: +100, 0, -50, 0
neutrals: +20, -10, -10, +10
blacks: 0, 0, 0, +10

step 4:
channel mixer layer -
red: +135, -35, -10
blue: -65, +65, +105

step 5:
levels layer -
RGB: 0, 0.70, 240
red: 0, 1.05, 255
blue: 0, 1.15, 255

step 6:
new fill layer - 080E1C and set to exclusion - 100%
