NO SELECTIVE COLORING :D
Works best with: Blue or pinky images :)
NOTE For this tutorial, it might be handy to keep the original image in a seperate document. It doesn't really work on yellow/white/bright images :(
COLORING
1. Prepare (screen, sharpen etc) your base however you like. I've chosen the lovely David Tennant but as you see my original image is a bit blue so i put in the following colorbalence layer.
This layer is ONLY if your image has a dark blue tinge to it
Layer>>New Adjustment Layer>>Color Balence
MIDTONES: +31, -41, -99
Lower the oppacity to whatever looks best - in my case it was 36%
2. Layer>>New Adjustment Layer>>Channel Mixer
RED: +88, -14, -6, +8
GREEN: -4, +104, +2, 0
BLUE: -2, +8, +92, +4
3. Create a new layer and flood fill with #190B00 then set to Exculsion
4. Layer>>New Adjustment Layer>>Hue & Saturation.
Saturation: +14 (make higher or lower to suit you image)
And this will be your result!

Onto the next bit for the..box..thing.
THE ICON..NESS
1. Merge allll your layers and duplicate your base. Crop the new image to 50x50px.
(Because i had my original image somewhere else, i decided that i wanted more of davids face instead of duplicating..heres a picture::

It's probably easier to duplicate your base and crop to 50px but i like to be complicated n____n)
2. So then on the base (the full size icon) go to Filter>>Blur>>Gaussian Blur and set to your blury needs. I set mine to 0.6 pixels.
3. Then i added some nice textures and VIOLA! All done :)

OTHER EXAMP:
These are WITHOUT the colorbalance layer :)
