Photoshop Tools Help.

Hi.
Sorry if I'm not suppose to post here.
Well, I have been having this issue on both CS2 and CS3 of photoshop.
Basically, when I open any graphic .. I can't do anything with it! (e.g Crop it, Use brushes on it etc.)
No matter what tool I click, I can will only get the hand tool.
I never encountered these issues before until recently.

Does anyone know how to solve this issue?
