Take Your Base:

01.) Duplicate Base (TWICE) ~ Set Both Of Those Layers (Screen 100%) (Depends On How Dark The Base Is.)
02.) Layers - NRL - Floodfill #f5ddc2 ~ Set Layer (Overlay 100%)
03.) Layers - NRL - Floodfill #c0ffff ~ Set Layer (Burn 100%)
04.) Layers - NAL - Hue/Sat/Light - Master +45 ~ Set Layer (Saturation L 100%)
YOUR DONE! (Merge All Flatten)

Other Examples:

(Depending on the Brightness of your base. Results will vary. For lighter bases duplicate once, for darker, duplicate twice, or lower layer opacities.)
