HOW TO FROM THIS => THIS

NOTE:When choosing the picture you want to do, it'll be best if it was a bluey photo, because this works best with blue-ish pictures.
Open your base. When you position it, please make sure that you do not center the subject. You want the viewer to see more than that.
Now, go up to FILTER go down to SHARPEN, and use "SHARPEN EDGES".

Duplicate that layer and set it to SOFT LIGHT. Change the opacity to 50%.

Create new layer [CTRL + SHFT + N] and fill it in with this color => #FFD0AD Set this layer to soft light. Change the opacity to 70%.

Create another new layer. Fill it in with this color => #000040. Set it to EXCLUSION. No need to change the opacity. Unless your image looks too yellow. If that's the case, change the opacity to at least 60&.

NEW ADJUSTMENT LAYER - HUE/SATURATION
Saturation=> -20

NEW ADJUSTMENT LAYER - SELECTIVE COLORING
Reds
=> CYAN: -100
=> YELLOW: +100
Cyans
=> CYAN: -50
=> MAGENTA: +100
=> YELLOW: +100
=> BLACK: +100
Neutrals
=> CYAN: -20
=> YELLOW: -10

Add this texture made by => evastefania and set it to screen 100%.

Add this texture made by => silverqe and set also to screen 100%.

Now go back down to your duplicated base, the one that is set to SOFT LIGHT. Bring it up to the top and change the opacity to 50% and the fill to 70%.

Okay, now just add some text and you should be done! And if you want to add a small border to it, just CRT + SHFT + ALT + N and CRT + SHFT + ALT + E and double-click or right-click to go to BLENDING OPTIONS and go down to stroke and you can change the size to 2 and go to position and drop-down to CENTER. Change the color to whatever you'd like!
