6 easy steps
I'm going to go ahead and call it the "sunset colouring," because of the way it looks.

1.) Take your image, crop it to 100x100 and do whatever else you want to
do with it before we start.
2.) Layers-->New-->Layer. Fill it with #003471 and set it to Exclusion
--100% Opacity.
3.) Layers-->New-->Layer. Fill it with #f5989d and set it to Linear
Light--50% Opacity.
4.) Layers-->New Adjustment Layer-->Hue/Saturation, with this setting:
RGB:
Saturation- +10
5.) Duplicate your base and bring it to the top of everything. Set it
to Hard Light--75% Opacity.
6.) Merge all layers, and you're done!
