Vibrant Blues
I fooled around with Photoshop today, and this was really pretty. I hope you guys find some enjoyment out of it!

1.) Take your image and crop it to 100x100.
2.) Duplicate the base and set it to Screen-->75% Opacity.
3.) Layers-->Flatten Image.
4.) Layers-->New Adjustment Layer-->Hue/Saturation. Settings are as follows:
RGB:
Saturation- +30
5.) Layers-->New Adjustment Layer-->Selective Colour. These are the settings I used (they may not look as good if you use a different image):
REDS:
-17
+32
-50
+35
YELLOWS:
+20
+65
+45
-20
CYANS:
+75
-50
-95
+90
BLUES:
+50
+40
+100
-45
6.) This is optional. I did this step to make his eyes brighter. Layers-->New-->Layer. Set it to Colour-->65% or lower. Fill it with #878ee5. Use either the Elliptical Marquee Tool, or the Lasso Tool, to make selections around the iris. Then right click-->select inverse. Use the eraser tool to erase everything else.
7.) Layers-->New Adjustment Layer-->Brightness/Contrast. Set both to 7.
8.) Layers-->Flatten Image.
9.) Again, this is optional. I used the Text Tool and added his initials in the font "Carnivalee Freakshow," in the colour #878ee5, and set it to Luminosity.
10.) Layers-->Flatten Image. Voila. :)
