Okay, so, first step is to obviously crop and set up your base. If your icon is dark, lighten it the best way possible whether by using a screen layer or curves. Mr. Hakuei was fine the way he was, so I left him alone :B
Step #2.
Add a Gradient Map layer. Either click the little half-black/half-white circle on the layers palette and choose Gradient Map, or go to Layer>New Adjustment Layer>Gradient Map.

Using that ^ gradient by
crumblingwalls. Result:

Step #3:
Duplicate your base layer, drag it to the top, and set it to Soft Light 100%.

Step #4:
Create a New Selective Color layer with the following settings:
Red:
-100
0
+100
+100
Yellow:
-100
-100
-100
-100
Whites:
0
0
0
-100
Neutrals:
+22
+24
-12
+8
Blacks:
-27
+9
+2
+19

Wow, lol~
Step #5:
Add whatever text/brushes you like and that's it ^^
