Start out with your image.



Sharpen.



Duplicate the layer.

Go to Effects --> Blur --> Gaussian Blur and set to somewhere between 1 and 3.





Set the layer opacity to whatever you want. I usually set it to between 40 and 70.



And now you have a nice, soft, dreamy image.
