Hello! Newbie here - and also...HELP!? Outlining and fonts using PS8 (CS).

Frustrated ]
Hi, I'm new to this community, and wanted to take this moment to say hello and to say what an amazing community this is! It's so wonderful how everyone helps each other out - we all have to start somewhere, and although I've been making icons and graphics for some time now, we all need a little help from time to time! It cheers me to see how helpful and friendly everyone is here!
Now, my query is two fold!!
Font Problem:
My "font problem" is this;
When I have typed my font and moved it where I want, I inevitably need to move it again! So, I go to my move tool, and I move the font where I would like it to go - only problem I seem to get is that it "sticks" to the bottom of my icon, or leaves too big a gap between the bottom of my icon and the text. I'm probably not making myself clear, and for that I apologise! How do I move the font to where I want it without this "sticking" effect, it's like there is a magnet on the text when I want to move it near to an edge!!
eg;
you see how the text is "stuck" to the bottom and the top? How do I get it so other text doesn't obscure it, how do you get it to stop "sticking" so you can freely move it near to the edges of the icon?! :s
Outlining Problem:
I saw this icon;

bitter__sweet and she referred us to booster_rockets tutorial
the only problem is, I have Photoshop CS, and I'm tearing my hair out! I like to look at others icons and tutorials for a little inspiration, but mainly I prefer to make my own icons using my own imagination - only, I really love this outline effect, and just can't seem to find the bit about "point to point" in my PS8 (CS) anywhere when I use the Lasso/Polygonal etc tools!
Can anybody help me?
I have extensively looked through as many different help communities and the communities memories, (hence the link above) for this before posting here, as I don't like to bother people, but if anyone has any ideas, hints or tips, I would just love to hear what your advice is!
