Some images won't turn out as great, choose wisely! xD
Resize to desired size. Now sharpen your image, if it needs some sharpening. Use "UNSHARPEN MASK". My amount was 50 and my radius would be 1.0. Just so if you were curious! ;D
=>
CTRL + J and set the duplication to SOFT LIGHT. Change the opacity to 70%.
=>
Create a new layer. [CTRL + ALT + N] Fill the layer with this color => FFE0CA. Set it to soft light and change the opacity to 60%.
=>
Create a new layer, fill it in with this color => 000040. Set it to exclusion. Change the opacity to 50%.
=>
Create another new layer. Fill it in with this color => ABECFF. Set it to color burn.
=>
NEW ADJUSTMENT LAYER => Hue/Saturation
Saturation => 15
=>
NEW ADJUSTMENT LAYER => Selective Coloring
REDS => Cyan -100, Yellow 20
YELLOWS => Cyan 100, Yellow –45, Black –30
WHITES => Cyan 100, Magenta 20, Yellow –40, Black –40
NEUTRALS => Cyan 40, Yellow –15

Paste
texture by => rainharbour. Set this to “COLOR BURN”.
=>
Paste
texture by => inquisitory. Set this to “LIGHTEN”.
=>
Paste
texture by => haudvafra. Set this to “SCREEN”.
=>
Paste
texture by => SunriseSets. Set this to “SCREEN”.
=>
Duplicate your base, bring it to the top and set it to SOFT LIGHT. Change the opacity of it to 60%.

Add text and you’re almost done! xD

Create a new layer and BOOMO! Add a red blob where ever you want! Then set it to screen. The brush size was at 85 for me. :)

See? Bluey icons don't turn out as great. :( So be very careful on what image you are working with!! >:O *Tora's icon is not so great*
