Question

I use Photoshop, and I was wondering if anyone knew where I could find a tutorial to make this sort of icon:



I'm going for the 'vintage' feel of the coloring and that same text pattern. It seems like there was one up just a couple days ago and now it's been deleted. Any help would be appreciated! Thank you in advance :)
