Photo filter on Photoshop Cs.

Evening fellow iconmakers,

I checked the memories but I didn't find, so I'm hoping that somebody can help me. Is there any tutorial that teaches how the photo filter tool works? I just 'discovered' it, and I want to understand it. I experimented a lil' by myself but all the tries were disastrous. Any help is welcome. Thanks in advance!
