It's bunched up together in the one tutorial, if you don't have or don't want to use Photoshop for the first part, than you can just skip to the paint shop pro part and use the colouration techniques you want to use. It's basically one big icon tutorial on how to make this icon from this image. Please note that this is image heavy.
Umm, i think the tutorial is best used for images like the one i used that have portions of face or item with large, plain backgrounds. However, you're welcome to use whatever you'd like.
The tutorial is aimed at people who know where the functions of either program are (depending on whether you use Photoshop or not), but i tried to simplify and explain it all as well as where the functions are.
