Again, it's quite simple, and i think it's translatable. I'm not sure though.
Duplicate your base twice, set the first one to screen. my opacity is 63%, but it depends).
Set the second duplicate to soft light, again the opacity depends, mine is at 65%.
Now; add a layer and fill it with #c0ffff, set it to darken, 40%
You'll get this:

Add an exclusion layer (#071c33) 77%
-->
Add a burn layer (#bedbf4) 100%
-->
Layers > New Adjustment Layer > Color Balance
Midtones: 0,0,0
Shadows: 0,0,15
Highlights: 0,0,15
-->
Layers > New Adjustment Layer > Channel Mixer
100,0,0
0, 100, 0
-15, 24, 100
-->
And you're done! ^^
