Made in PSPXI, and translatable! *Clap*
So to get started, I'm using this picture of Taylor Swift.
Create a new raster layer, flood fill with #000040, set to exclusion. Then duplicate the base, drag it to the top, set to luminance 100%. Duplicate the base again, drag on top of the luminance layer and set to lighten 100%. Now merge all the layers.
Now you should get something like this:

Create another new raster layer, and flood fill with #c0ffff and set it to Burn 100%. Then duplicate the merged base and drag it to the top. Set it to luminance 100%. If you're wanting a pink look instead of a blue look, try using #fcd3fd. It really depends on the color of the image though. I rarely have to use pink, but I'm just letting you all know just in case. Now merge the layers again.
Then you should get something like this:

Now create a last raster layer, fill with a lime green (#00ff00) and set to lighten. Now take the merged picture and duplicate to the top and set to color 100%. Then duplicate it again and set to softlight 100%. Then adjust the opacity of the green color layer. I adjusted mine to 46%.

And you're done! :D
This tutorial is a guide, so when your doing it, make sure you play with the opacities and stuff.
