New and a question

Okat, I'm new here and I have a question. Okay, I have never ever made an icon from any movie or anything like that. I have a short three second video on my computer that I want to make into an icon and I have no idea how to do it. Is anyone willing to assist me? I read the memories here and I didn't see anything soo I thought I should ask. Thanks a lot!
