Making Borders in PSE 2.0

Hi everyone -- been lurking forever, thought I'd finally join :)

I'm having a horrible time trying to make borders in PSE. Looking through the tutorials, I've come to the conclusion there are two ways to do it if you aren't using a template: Either 1) draw a 1 pixel line around the icon, or 2) make a new layer/cut/paste/deselect or something to that effect.

Here's the problem: Even when I zoom in on the icon and draw the 1px line, I can never keep it straight. If I try to do what I vaguely stated in #2, I'm lost.

Any tricks or tutorials around?
