1. Duplicate your base and set it to Screen. Fiddle with the opacity to see what works for you.

2. Filter -> Sharpen -> Unsharp Mask.
Amount: 75%
Radius: 1.0 px
Threshold: 0 lvls

3. Layer -> New Adjustment Layer -> Curves.
RED:
Input: 139
Output: 120

GREEN:
Input: 131
Output: 144

BLUE:
Input: 149
Output: 133

4. Layer -> New Adjustment Layer -> Selective Colour.
Reds: -100, -33, +42, -68
Blacks: 0, 0, 0, +40

5. Create new layer, fill with 021034 and set to Exclusion.

6. Create new layer, fill with 2A86E4 and set to Soft Light.

7. Create new layer, fill with E4BF2A and set to Soft Light.

8. Create new layer, fill with E8D6C3 and set to Colour Burn.

9. Create new layer, fill with 1B1464 and set to Screen.

10. Layer -> New Adjustment Layer > Hue/Saturation.
