We are going from:

1. Duplicate your base three times.
Set each duplicate to screen at 100%.
This depends on your own base, so you may need more or less screen layers.

reds: -69, -8, +68, +68
yellows: -79, -9, -74, 0
greens: +100, -41, +58, 0
cyans: +44, +23, -76, 0
blues: +100, +14, -20, 0
blacks: 0, 0, 0, +51

3. Create a new layer and fill it with (#10152E).
Set it to exclusion at 100%.

4. Create a new layer and fill it with (#BCEBF9).
Set it to color burn at 100%.

5. Hue/Saturation Layer:

hue: 0
saturation: +25
lightness: 0
6. Duplicate this Layer

7. Duplicate your base and set it to softlight 30%
