First post and first tutorial... Here goes.

STEP 1:
Crop your base to 100x100.

STEP 2:
Layer > New Adustment Layer > Selective Colour.
Reds: -100, 0, 39, 0
Greens: 100, 0, 0, 0
Whites: -100, 0, 0, 0
Neutrals: 15, -9, 18, -33
Blacks: 0, 0, 0, 25
You may have to tweak the last value if it's too bright.

STEP 3:
Layer > New Adustment Layer > Levels
RGB: input: 0, .90, 255
Red: input: 13, 1.00, 255
Blue: output: 34, 255

STEP 4:
Fill a new layer with #282464.
Set as Exclusion at 25%.

STEP 5:
Fill a new layer with #69cced.
Set as Colour Burn at 31%.

STEP 6:
Duplicate your base.
Set as Soft Light at 69%.

You're done...
