Start with this base by conspiracyicons



Curves...

Hue/saturation...

Saturation +25



Add 3 layers (all at 100% opacity) and fill them all with #05052e.

Set the first two on screen.
And the last one on subtract.

Merge all visible layers.



Add a new layer and fill again with #05052e and set at screen and 90% opacity.

Merge all visible layers again.



Create a stroke path around the main subject.

I set mine at 2px and at #9fdab4.



Then another one at 1px and at #fafad8.



You can add text...



Mine was Ariel Black, size 23, at #24a28e
The outline was a 3px border at #faffed
