Okay! so take your base. mine was the girls eye makeup.
I cropped it down to 100x100.
Do what you like to your base until you think its good.
then i took a new raster layer and filled it in with WHITE
putting it on COLOUR opacity 100
then merged the layers.
Then i took my free selection tool and selected the part i wanted coloured, that being her eye.
THEN after that I went into AJUST > HUE AND SATURATION > COLORIZE
found my colour and it was close to the colour of her eye in the first place
After that, I found a texture
[if anybody knows who made that please tell me! thank you!]
set that as a new layer and put it as SCREEN to opacity 75
and there you go! i was done.
