Hello all!
Just a small suggestion: This color is pretty harsh so it works best on bases with lots of white, especially snowy bases. :) It also works on dark bases with lots of colors.
Here we go!
The Base ->
Let's duplicate the base and set it at Screen, opacity 100. [This step may be repeated as needed. :)]
It looks like this now:
We'll then go with 5 color layers:
#BB1D03 -> Set at Lighten, opacity 69.
#E4FD3B -> Set at Multiply, opacity 46.
#0B254F -> Set at Exclusion, opacity 100.
#83BFF7 -> Set at Burn, opacity 100. [Opacity can vary according to your own preference or how it works best for your base.]
#F5F1B7 -> Set Burn, opacity 32. [Optional. Depends on how yellowy you want the result to be.]
Now we'll add a Hue/Saturation/Lightness layer.
Saturation at 15.
Set later at Normal or Color (makes it darker), opacity 100.
Next, Color Balance.
Midtones: 100, 0, 100
Set the Color Balance layer at Overlay, opacity 100. [This is VERY optional. This can mess up the color if it's too strong, so you can play around with it.]
Icon looks like this now:
We'll add this texture ->
at Darken, opacity 100.
Finished result:
Just a small detail, but I think it adds something. :)

NOTE:
*This tutorial can be altered many ways to great results. You can just use it as it is, or you just keep adding or taking away. Of course, layering with a few textures can get awesome results as well.
