Help with icon's coloring and effects

I've been trying to figure this out for a long time, and I've been looking through all of the tutorials that I can find [so, yes, I checked the memories]. How exactly would I go about making icons like these? I'm talking about coloring, the effects, and are those brushes being used? I would greatly appreciate any help. :D I'm using PSP7, btw. I'm an intermediate user, but if anyone could point me to a full tutorial for these icons, I would be much obliged.
[Not sure who to credit for these..a friend found them for me, because I love Resident Evil, but she forgot who made them.]
