Get your base (I cropped the picture and scaled it).

Sharpen it if it needs it.

Duplicate base and set it to screen at somewhere between 10 and 40. (depends on how you want it to turn out.)

Duplicate base again, move to top, and set it to soft light 100.

Flatten.

Make a new layer of 97efd9 and set it to soft light 100.

Duplicate that layer but change the opacity to 30.

Make a new layer of d4cc8b, and set it to multiply 30.

Make a new layer of ff888e, and set to Soft Light 50.

Duplicate base, move to the top, and set to soft light.

Flatten

Up the master saturation: about 50 probably.

Do a color balance:

       Midtones: -93/10/20

Add layer of 0d0c27 and set it to exclusion.

Flatten.

Do a channel mixer on that layer

        Red: 110/-5/2

        Green: 0/100/0

        Blue:  -10/5/120

       Leave preserve luminosity unchecked.

Make a new layer of d4cc8b and set it to multiply, opacity 50.

Duplicate the background layer and move it to the top.

Repeat the same channel mixer on that layer.

I set that layer to Saturation.

Up the saturation of that layer all the way.

Flatten

I did some curves

       Red: x: 192, y:217

And you’re done!
