Here ya go kiddies! ICON TUTORIAL TIMEEE! :-D

Let's make this icon with PS7:

Let's start with this cap...gracefully provided by numerocinco

Crop the base to 100x100 with the resolution set at 72 pixels/inch. I get a base like this.

It's a little dark, so we do an auto-contrast. (Ctrl + Shift + Alt + L)

Now it's too bright. So, do a fade of the auto-contrast. (Ctrl + Shift + F) and fade it 75%.

Next, do a Sharpen Edges just ONCE. Otherwise, it looks funny.

Now, duplicate the layer we have, and set it to soft light. Between the background layer, and the soft light layer create a new layer and do a flood fill with a dark blue. (# 003663 ) Set it to Exclusion 100%.

Next, we're gonna do a trick I learned from another tutorial that I LOVE. I wish I remembered who wrote it :( Lemme know if it was you! I did modify it a little bit though. Pick up a color from Locke's face. In this instance, I'm using # E49E79. Do a new layer on top of all of the others, and do a flood fill with that color. Set it to color 25%.

Now, another new layer on top, flood fill, same color, set it to Color Dodge 26%.

Another new layer, flood fill, same color. Set it to Color Burn 57%.

Now, merge the layers. (Ctrl + Shift + E). Next thing we're gonna do is shrink the image. So, go to Image >> Image Size. Set the image size to 75x75. Now, go to Image >> Canvas Size, and make the canvas size 90x90 with the background color set to white.

Next, create a new 100x100 document with a white background. Copy the icon you just made, and paste it into the new document. Right click on the pasted image in the layers viewer, and go to Blending options. Set it with a 1px Black Stroke, and a drop shadow.

Now duplicate this layer 3 times. Next, rotate and move around the pictures until you get them just the way you want them.

Now, go down over the white background layer and create a new layer. Fill this layer with either a medium gradient, or if you use a bright or dark one, make the opacity 50%.

Now, the bottom two framed pictures...set them to overlay, 75% opacity. Rearrange the pictures if you'd like to.

Next thing that you want to do, is add the text. In this case, I used a quote from this week's "Lost" "Don't tell me what I can't do" since it seems to be Locke's theme. I used Georgia, Size 7, Bold, Strong, Black, Soft Light, Duplicated Once. (Get all that? :-P)

Now, merge all the layers again. (Ctrl + Shift + E) and duplicate the final image. Add a 1px black stroke to the entire icon, and merge the final product. There you have...LE ICON!
