Photoshop Actions
I've been trying to understand how to upload Photoshop Actions but I dunno how. I want to use a action like this

I downloaded it but I don't know exactly how to open it/"play it." I am using Adobe Photoshop Elements 2.0 by the way if that helps. If anyone could shed some light onto this I'd appreciate it very much! :D
