okay so i make a lot of icons you can check them out at my journal, possesive_icons 
anyways. i'm trying to make GIFs and when i get the clip, i know how to resize it
and crop it and add effects but i can't find out how to put a border around it.
can anyone tell me what program i can use to put a border around a gif
