noob

Hello everyone. 

I just recently purchased Adobe Photoshop Elements 5.0 to edit photos and make various things. 
The past month or so Ive been experimenting in icon making. I want to try and make animated icons and blinkies etc, but Im not sure if my program comes with an animation program. Ive read alot of the tutorials in the memories section and many of you use Image Read or Animation Pro. Do I need to buy a seperate program in order for me to be able to make animated graphics?
I paid 99$ for my program and I am really hoping I dont have to go out and buy a whole nother program.
If you have links that would be wonderful, Im up to learning new things.
