Query

I was wondering how to achive these effects (under the cut)
I use Photoshop7



I'm getting better at blending, but was wondering how these effects are achieved. I'm not sure if they're coloured like that, or its a texture. If they are textures, would anyone be able to point me in the right direction?
But mostly, I want to know how to get this effect on a picture.
