PSP8 Problem: Copying & Pasting Layers

I've been using Paint Shop Pro 8 for a while now and it hasn't had this problem before. I can copy layers, merged layers, and paste new images by using keyboard shortcuts. But I can't paste new layers using Ctrl + L. 

I can do that only if I click the pan tool and right click and choose that option. I can live with that, but it gets tedious after making 40+ icons. 

I don't know what happened, but there are times when I'm working so fast, I type typoes and PSP goes haywire. But that doesn't happen often. And I can fix it.

When I type Ctrl + L, nothing happens. And then my clipboard becomes empty. And now PSP never asks me if I want to clear my clipboard whenever I close it. I clear it everytime.
