it depends on how dark your base is. i set mine to 64%.

shadows: 24, 14, 1
highlights: -11, 4, 0

5. new adjustment layer> selective coloring
reds: -39, 34, 27, 11
yellows: -13, -9, 0, 0
neutrals: 0, 0, -16, 0

6. color fill
01091F exclusion 100%

7. color fill
C7E2EE color burn 100%

and you're done.
