New layer, fill with #a3ddee, set to Darken at 25%


New Color Balance layer
Shadows: -100, -18, -8
Midtones: -100, -33, 36
Highlights: 32, 27, -7
Preserve Luminance is checked

Set that layer to "Color (Legacy)"
