Text Box Help

I'm trying to create an effect similar to the one found in this icon and for the life of me I can't seem to figure out either where to find a brush similar to the text box or how to create it with the existing brushes I have. When I try make something similar using my existing torn edge brushes it doesn't quite turn out the way I had hoped it would. I searched through the list of brush resources for the original icon maker but I came up a bit empty handed as to where I could find a text box brush like that. Is there a brush or a method out there that will make a text box similar to the one in the icon I linked to? Any help will be greatly appreciated. I'm using Photoshop CS if that will help with explaining what to do or where to find something.
