low quality pic

How do you make a really grainy/pixelated cap look better in psp8 without losing sharpness and clarity? There's an example of what I'm talking about underneath the cut. It's really grainy looking but I can't seem to make it look clearer. I've tried add/remove noise and using the smoothing tool but it just doesn't look right.
