motion blur animation help

i seem to be asking many questions here lately... =P

how would you go about making this animation?? Does anyone have any tutorials they could point me to?



i looked in the memories, and i tried to follow this tutorial. But i got stuck, and due to lack of pictures it was kind of a struggle.

I have PS 7 btw. Thanks
