Can anyone tell me how to get this coloring?

Sorry, I don't know who made it. It was just recently posted in a tutorial list on here, but the entry was locked. I've looked all throughout this site and other tutorial/coloring sites, plus my memories, as well as others tutorial lists to try to find something that comes close to what I'm looking for and I can't find anything. I've been playing around with different variations of layers (fill/adjustment) and I just can't quite get the vibrancy of the oranges and yellows while still keeping it looking natural.

I use PS7 btw.
