MPEGs and Animation Shop

Does anybody know of a program that can crop an mpeg file? I have an hour long show that I'd like to take a clip of and make into a mini-movie icon, but every time I try to open up the frame range in Animation Shop, it freezes up on me. My friend desperately wants this icon and at this point, I want to make it just to prove to Animation Shop that I will not be beat. Silly, I know, but I'm stubborn that way.
