Okay, so start off with the basics.
New layer, fill it with #777DFE. set to COLORBURN 100% (remember, it totally depends on what base you're using.)

Create another new layer, fill it with #FEF677. Set to SOFTLIGHT 100%.

Another new layer, fill it with #150F50. Set to EXCLUSION 100%.

New layer, fill it with #3E0A0A, set to DIFFERENCE 100%.

Then make another new layer, fill with #CFC284, set to MULTIPLY 100%.

FINALLY, color layers are done, lolol. Now as you can see, the icon is really dull and dark, and ugly at the moment. But we're gonna fix that. :D
Duplicate your base, drag it to top, set to SOFTLIGHT 100%. Then duplicate it again, set it to COLORBURN 45%.

Well, at least it looks a little better now. XD
Now make a new Selective Color layer. Use these settings:
Reds: -57, 100, -21, -9
Yellows: -31, 5, -57, -16
Magentas: 100, -100
Whites: -100, -100, -100, -100
Neutrals: -51, 15, 8, -10

New Curves layer
RGB: I-75 O-98

Now add this texture and set it to SOFTLIGHT:

And here is my result! ^.^

What I did was, I took the texture and flipped it horizontal, then adjusted the eraser opacity to 50% and erased the spots all over her face.
OPTIONAL:
If you want a different color to it, and to make it brighter, follow these steps.
Make a new Color Balance layer, and use these settings:
Midtones: -37, 25, -16
Shadows: 11, 0, 45
Highlights: -10, -9, -19
Result:

Then merge layers~
