Okay, so start with you base, crop it, resize it, etc etc. And duplicate the layer to SCREEN 100% (depending on your base, you may have to adjust the opacity. This mostly works with dark, dull images like what I'm using.) Duplicate it again and set it to SOFTLIGHT 100%:

New layer, fill it with #141341, set it to EXCLUSION 100%:

New layer, fill it with #FFB1D8, set to COLOR BURN 100%:

Now make a new Selective Color layer. (Layer>>Adjustments>>Selective Color) and use the settings:
Reds: -100, 100, 100, 100
Yellows: -39, -100, 22, 9
Cyans (just to sorta touch up the blue on the wall): 100, -100, -100, 100
Blues: 0, 100, 0, 0
Magentas: 100, 0, 0, 100
Whites: -50, -32, -14, -10
Neutrals: -12, -2, -4, -11
Merge layers and you're finished! Please show me your results once you're done! :)
