1)Open Image

2)Layer > New Adjustment Layer > Curves; Input: 94 Output: 94

3)Create A new layer. Fill it with #ADCAF5, and set it to color burn 100%

4)Then place this texture on top of the image, and set it to color burn 100%

5) Voila!
