1. Duplicate your base, set it to Screen.
2. Duplicate your base again, drag it to the top, set to Softlight.
3. Add #0e38ff, set layer to Difference.
4. New adjustment layer, selective colour -
Yellows:   -100   -100   -100   -50
Whites:   +100   +100   -100   -100
Neutrals:   +100   +15   +42   0
5. New Adjustment Layer, Curves -
Input - 144
Output - 120
6. Add this texture  set to Lighten [sorry I don't know who made this texture, please let me
know if it's yours]
