icon help?

hello all. i am new here and i was told this is a good place to ask my question. 

i am in need of some animated icon help. i been wanting to make some animated icons and use them as user pics on lj but they need to be 40KB. i dont have many layers, only 9. i made non animated icons that have way more than 9 layers and used them as user pics. how can i lower the KB without having to remove an layers.  btw, i use GIMP to make my icons.
