Featuring the oh-so-lovely Frank Iero from My Chemical Romance.
This uses Curves and Levels, bytheway.
Oh, also, this icon is 96x96.
I wanted to use it on MSN.

1. Do the simple step.
Crop/resize the image and sharpen.
I sharpened once.

2. Another simple step.
Duplicate that background (ctrl+j) and set to Soft Light on 100%.

Kinda ups the contrast. Makes the colors brighter ^_^
3. Make a new Curves layer.
Layer >> New Adjustment Layer >> Curves.
RGB:
Input: 62
Output: 77

Brightens up the face just a bit. Kinda looks a bit washed out, though.
4. New Levels layer.
Layer >> New Adjustment Layer >> Levels
RGB:
Input levels: 75, 1.00, 255
Output levels: 0, 255

There we go.
^_^
5. Add a gradient similar to this one:
(made by me.)
Set it to Pin Light on 100%.

^_^
6. Make a new layer similar to this one:
(again, made by me)
It doesn't have to be blue.
Whatever your heart desires.
But I'm going to be going with the blue/green theme for the rest of the icon. ;]]
Anyways, set that to *ohmygoshguesswhat* Lighten.
Wheeee.

I tried to get the gradient in the blanker part of the image. It doesn't have to be like that in yours, especially if the subject is there.
7. Create a new layer, and fill with a dark blue.
I used #111653
Guess what's coming...
Set it to Exclusion.
Ohmygosh.
And I put this on top of everything else to kinda dull down the gradient and give it the color I wanted.

You can leave it like this, but I kinda like some of the decorative stuff.
8. Add this texture on a new layer:
Texture from
erniemay
Here: http://erniemay.livejournal.com/71460.html
Heh.
Erase over the main focus and/or the subject (in this case Frank's face).
Set it to Overlay 100%

9. Add this texture on a new layer as well:
You can really use any bit you want. I used something like this:
Texture by
_iconographer
From http://users.livejournal.com/_iconographer/26094.html
^_^
Erase over the focus/subject again. I didn't erase the bits on his hair, though. They darkened it a bit. ;]]
Change the mode to Multiply 100%.

10. Done! All that's left is the optional bit of decoration. I typed "frank iero", and added a brush on top of the gradient.
It's all up to you for this step.

There ya go.
If you try it out please show the results? Heh.
