First, take the picture you want, crop it down, and sharpen if needed.
Duplicate the image and set the Blend Mode to Screen.
Duplicate the base image again, move it to the top, and set the Blend Mode to Burn with Opacity: 15%.
Add a New Adjustment Layer >> Color Balance with the following parameters:
Shadows: 0, 0, 0
Midtones: 13, 42, 70
Highlights: 37, 40, -44
Set the Opacity: 85%
You're done with the colouring! Now add any text or images or what have you.
