Coloring... Kind of

I'm not sure if this is a photoshop feature or what... Or even if this should be posted here...
Buuuut~ How do I color something like this (bottom picture) and this. Like is it just the default brush? Or some other brush?
This was hard to explain but I hope you got the point. x.x Thanks in advance for any help I may get! ^^
