question...

Hey, this is my first post here and it is a question... but I didn't know anywhere else to go...



I use PSP9 and there's something wrong with it... Everytime I resize a picture, its quality changes a lot. It doesn't get 'blurry', it looks like i've sharpened it a million times or something, it looks very weird. Does anyone know if I can do something about it? Maybe something is not "checked"?
