Image Quality Question

Hello, all. I have a slight problem with image quality that I'd like some help on.

Now, there is this bad!film that I very much enjoy watching, and I have screencapped it numerous times, and have screencaps on file from cap communities, so that is no problem. But there are publicity photos using poses that I very much want to use. The only problem is, these photos are of really low quality.

I know how resizing can help, and such, but what I want is to not only get rid of the disgusting jpeg fuzz and noise, but to also bring the colors in the images back up to par, as in, normal skin colors and quality (see the first example; yes, that man's skin is supposed to be blue, so there's no saving him, I am talking about the woman).

I've managed to fix some of them up a bit, but only through excruciating pain by way of stacks upon stacks of adjustment layers and even more quality loss.

I use Photoshop 7, and have at my command Paint Shop Pro 8.
